On June 17, 2014 the Government of the Russian Federation approved the draft federal law "On Ratification of the Agreement between the Russian Federation and the Socialist Republic of Vietnam on transfer of sentenced persons to imprisonment".
The treaty designed to form the legal framework of the Russian-Vietnamese cooperation on transfer of sentenced persons to imprisonment citizen towards the country to which they belonged. To present day, the corresponding relationships remained unresolved at the bilateral level.
The treaty establishes requirements for the content of requests for the transfer of persons sentenced and also defines the conditions for the transfer of persons sentenced. One such condition was the existence of a written consent to the transfer of the convicted person to another State.
